imé Hervé Dakpa is a senior cybersecurity governance expert with over 14 years of experience in information security, risk management, and security architecture across government and enterprise environments.
He specializes in governance, risk & compliance (GRC), ISO 27001 implementation, ISO 27005 risk management, cloud security (Microsoft Azure), and SOC design and deployment. Hervé has led large scale cybersecurity initiatives for Québec public sector institutions, including ministries and regulatory authorities, where he developed security governance frameworks, risk cartography, incident management processes (GMVI), and cloud compliance programs aligned with ISO, NIST, and government security directives.
Earlier in his career, Hervé played a key leadership role in the implementation of a full Security Operations Center (SOC), supervising SIEM deployment, vulnerability management, incident response, and defense in depth architectures in complex infrastructure environments.
His expertise bridges strategic governance and hands on technical security operations, allowing him to design frameworks that are not only compliant but operationally effective. Certified in ISO/IEC 27001 Senior Lead Implementer, ISO/IEC 27005 Senior Lead Risk Manager, CEH v11, and CCNA, Hervé brings both executive level advisory capability and deep technical credibility to Monstrada’s clients.
